What level of prospecting is needed for xray in ESP mode to work?

It should be scaling; the higher your skill the better range you'll see. You'll have to exit the cave and re-enter to see any newly mined areas as well; it won't ping the area around you in real time as you mine forward.

Vindale already explained it pretty well. You don't need a certain skill for ESP to work. It always works. But the range of how far you can see veins depends on your Prospecting skill level. The higher the skill the further you see.
