The fragments by themselves aren't going to go for much (if anything) individually. You may be able to sell them to someone looking to grind the restoration skill in bulk. With that said, maybe a handful of coppers at most (on liberty people leave "junk" fragments all over the place)
The gems I really have no idea. I've never found myself in the position where I needed to buy a bunch.
