That is very weird, and I am sorry about the bad luck. I do think it is bad luck since you are able to get rare rolls. What I've heard is that (besides casting a wide net by simply having lots of actions over a long period of time) standing in one place and doing one task over and over again increases the likelihood of making a rare. You can also sacrifice a lot of things on your deed (especially valrei items dropped from special mobs on Caza) to increase the window of time for each roll. This combination has worked from experience and from what I hear of others. Otherwise, yes the rare 'drum' rolls are usually wasted tending a field or something like that in my experience.

You hear about every single rare, making them seem common. The way I understand it, if you were making stools instead of mining, that rare rock would be a stool.

To increase your deed bonus for rares, you can sacrifice rock shards. Your Favor must be full when you do this. This gives you up to ten seconds of extra time for that rare roll. No, it doesn't increase your percentage chance, but it does increase the chance that you will be doing an action when the random window happens and so might get a rare.
The numbers I was originally given are, "It takes about 1.5k rock shards to get to 10 seconds, about 100 more rock shards a day to keep it there." When about to do something I'm hoping for more rare rolls on, like mass producing blades to grind weaponsmithing, I generally have several alts sacrifice a number of crates of lower quality rock shards (with the Favor full), then forget to sacrifice again later to keep the seconds up.
You can sacrifice more than just what it takes to get 10 seconds, because that 10 seconds is based on the enchanting bonus on deed. This bonus does decay over time, but as long as it is above the threshold for the 10 bonus seconds, you keep those 10 seconds.
I can confirm that continuous mass production is the best way to get a rare. That window of time is random. If you're mass producing anything, whether mortar or blades, you're more likely to have an action occur in the time window, and so actually getting that roll of the dice for a rare. It's still not a sure thing since it's always a roll, of course.
Most of the rares I have gotten are rock and ore. Why? Because I am keeping up a constant stream of actions, often for several hours in a row, so I'm hitting more than one window.
