Hi everyone, I have an unusual problem and I was wondering if any tech savvy people could assist. For a few months now I've had a problem downloading files from the internet. I've used chrome and edge and the problem is the exact same. Whenever i try to download a file from any website the download begins and just stops dead at some random number usually around 10-50mb and then just wont resume. For example I tried downloading a 400mb game from GOG and it took me a couple of hours of hitting pause on the download and restarting or canceling and restarting. It was a struggle to even download 49mb of discord installer.
Ok the obvious answer is bad internet, but i have zero issues navigating websites or streaming youtube, netflix, vudu games etc. I'm on a fiber optic connection and running a speed test from 3rd party sites or my provider show i get about 25-30mbps down and 3-4mbps up. It seems very strange and the only excpetion to this is steam. Steam always downloads lightning fast and never seems to stop ever. I suspected that steam running in the background could be a problem but I've killed it and there is no difference. I just tried downloading latest driver from Geforce experience and even it struggles like the browsers do.
I've ran virus and malware programs, been looking for anything weird in services or tasks running. Idk what to look for and i just keep scratching my head. I'm not tech savvy as I said so I'm not sure about firewalls or things like that...as in I've never set one up deliberately, also I'm not running any virus or malware programs in real time to make sure they aren't blocking the downloads. Any ideas on where to look? Is this a ISP issue i need to call about?

Couple questions - when was the last time you rebooted the computer? Do you have any pending Windows updates that need to be installed? Windows - especially Windows 10 - goes wonky if it wants to be updated.
How much free disk space do you have on your computer? Low disk space CAN cause interesting issues with downloads.
Have you dumped your browser cache?
What anti-virus program do you use? Sometimes those have settings that interfere with browser downloads.

Ok I reboot pretty much daily and all windows 10 stays updated. I have about 100gigs free space. I did just figure out how to dump dns cache if that’s what you mean? I never heard of that until I read this. (Haven’t had anything to download yet to see if that made a diff). I usually use male ware bytes and windows defender. Although I have trie downloading with real time protection both on and off and doesn’t seem to make a diff. I’ve never had any malware found of any kind.

Are you using wireless or wired to your router? I have seen something similar with a dodgy ethernet cable. Only other thing I could recommend is seeing if there are updated drivers for whatever network/wireless card your using.

Before dumping the cache, try this: In Chrome, launch a new incognito window. CTRL-SHIFT-N is the default key. Close all your other Chrome tabs and windows. Try downloading from that incognito window. If it works with no problems, the issue is most likely something in your browser cache.
To clear the browser cache:
Edge: Go into Settings and then into Privacy. Find the section for Clear Browsing Data and then click the "Choose what to clear" button. Make sure the box for "Cached Images and Files" is checked. I also suggest checking "Browsing History" and "Download History". Checking "Cookies and Site Data" will log you out of most sites, so don't check this one if you don't know all your passwords that you use regularly. Click the "Clear Now" button.
Chrome: Go into Settings and then into Privacy. Find the clear browser settings section. The options are very much like the ones in Edge, and the same warnings apply about clearing site cookies.
After clearing the cache, close all browser tabs and windows completely. Then start the browser and try a download.

The ethernet cable comes from the fiberoptic moden then goes through a wireless modem then out to my pc. Ive tried just plugging in directly from the fiber modem to my pc and bypassing the wireless and it doesn't connect or even recognize a connection. (all these modems are setup by the isp, i don't actually own my own routers). As someone in the game mentioned to me it could possible be an issue within the wireless router. I googled how to access the settings for it but i just get to a blocked page from my isp)

Thanks again! Ok I tried this method and it made zero difference, download started, got to 15.8mb of 488mb and just stopped dead. It was a game. Its not limited to specific websites though, I was trying to download documents from my insurance company and bank and they do the same thing.
