One of my alts took over an abandoned deed, 3 buildings above ground decayed fast and could be cleaned up. Also the 2 underground buildings started with a fast decay and was short before to fall, when the decay suddenly nearly stopped (1 damage per day now), and even if the walls started to fall and only some of them remain now, I'm not able to clean up, because the owner probably logged in and the grace period of 3 months started again.
The owner of the buildings could not be found in forum or Discord to contact and ask him to remove the building.
So now I have to wait until the last wall falls, even if the half of them are already gone and the remnants of the buildings are empty? I'm a bit pi**ed, to be honest, because I can't expand the deed until then...

That is why the decay stopped because the owner logged in. In case the owner is not inactive anylonger the decay will be reduced a lot.
This is intended behavior.

It would make sense for an intact building,to give the owner a chance to grab his belongings. Or on Caza, where is no deed protection. But on PvE, as soon as the first wall has fallen, also the building protection falls, and everyone can take everything from the now open building. From now on an empty partially vanished building stands there, with only one function - blocking others from building and expanding there. In my case the useless remnants of the houses will vanish in about 20+ days, when the decay stays on 1 per day. So I can expand there after my vacation, mid august...lol.
