Capital Construction requires movement of Highway

There were a lot of small former deeds on the property for the new capital.  We're going to fix the landscape, so it can be built on.  Our first project will be to put in a new highway.  Straight and flat.  Then, we will need to remove the old highway, so we can continue fixing the terrain.  There are no other deeds on this stretch of the highway, so moving it will not affect any other deeds.  Below is the proposed change.  The red line is the new highway it will be straighter than my mouse can draw.
