Permission to finish highway smoothing

I started a project smoothing out the uneven and jagged slopes of the highway running through my deed. There is one paved tile preventing me from finishing this task. By completing, the slope will be an even 9 all the way up instead of having a 20 in the middle. I will have to remove two catseyes to complete and should not take more than a few minutes once started. Thank you.
